Not really worth bothering about. Eventually he will run out of luck. At that point, I would me more concerned for the driver of the vehicle that hits him. Although, they should looking for the un-expected, but we can all be caught out by RLJs.

A few nights ago i was at this junction in wimbledon waiting to cross - it was dark!
Cars stopped for the red light, i was about to cross.
Cyclist, no lights, dressed in black, riding one handed and texting rides up the inside of the cars and across the crossing, I stop the let him pass
He rides, still texting, across the two lanes of traffic joining from the right on a green light. both lanes of traffic stop as he goes directly across the road and onto the pavement where the white van is.
Red light jumpers in many cases get away with it, like this guy did, not because RLJ'ing is not really dangerous, but because pedestrians have learnt to not trust cyclists to stop even after the cars have stopped, and the vast majority of drivers are in truth careful, considerate and on the look out for hazards.
If he had been hit by one of the cars i would immediately have offered to be a witness for the driver.
