Road bike for petite ladies

Don't just look at 700c wheel bikes, also look at 650c. A lot of smaller riders use the Islabikes range and similar.

My 14yo rode an XXS Argon Krypton at that height and was fine though with 700c wheels.

Don't look at any 700c wheel size bike. This is the largest wheel that fits comfortably inside a medium man's frame. To make an xs frame for this wheel size takes some bodging of frame angles and the results are always less than optimal.
650c wheel size is smaller so small frames can be made with more normal geometry and better handling.

Also short legs work best with short pedal cranks. Narrow shoulders work better with narrow bars.
Islabikes are known for their proportionally sized components.
