@Reynard is petite too and has the Wiggins roadbike from Halfords

Under 5' you'll need an XXS women's or even a larger child's bike

Loads of bike shops in London, you don't need to stick to Halfords surely

Assuming you mean a drop bar roadbike. Rather than flat bars?

Always best to try before you buy.
This flat bar roadie gives a size guide as 4’ 11” up for size XS, might be worth visiting you nearest Decathlon (good to call them to check they have one built up to try).
What’s your budget?

If you feel you are over stretching on the XS then I’m sure Decathlon would fit you a shorter stem FOC.

Found in the Yorkshire hills ...
Don't just look at 700c wheel bikes, also look at 650c. A lot of smaller riders use the Islabikes range and similar.

My 14yo rode an XXS Argon Krypton at that height and was fine though with 700c wheels.
