This flat bar roadie gives a size guide as 4’ 11” up for size XS, might be worth visiting you nearest Decathlon (good to call them to check they have one built up to try).
If you feel you are over stretching on the XS then I’m sure Decathlon would fit you a shorter stem FOC.
