Depends on how many miles you do i guess. my LBS does a 'full service' for £60 which includes wheel truing and other such related tasks. Id probably have a full service once every year while having a mini service every couple of months or not at all if you ride alot.
I do about 2000 miles a year and I clean and regrease the hub bearings twice a year. Rear hub bearings seem to take a bit more grief than the fronts due to my not inconsiderable bulk being perched over the rear wheel. I replace the rear hub balls every year, taking the opportunity to check the freehub operation at the same time.
My Campag Vento wheels are cartridge but I think the higher end ones are cup and cone. Just replaced my rear ones after 6000 miles. I service the freewheel once a year.
