The 'evidence' I've read show a that a typical cars cabin with the radio switched off creates a higher level of ambient auditory exclusion than being in the open and listening to music through headphones.

They're trying to respond to a question with an irrelevant answer. If auditory exclusion in road users is their priority then the biggest gains can be made by forcing drivers to use their cars with the Windows open. And it's free too.

Your assumption that it is dangerous to wear headphones seems to assume that:
- earbuds stop other noise entering the ear (they don't)
- people play their music so loud they cannot hear anything else (I don't)

I don't see the need for a specific product when all you need to do is to turn the volume down...
This. Plus, if I listen to anything on my commute then it's podcasts, all talking. I keep the volume low and have one earbud half in. I can hear perfectly well and have even had conversations like this. I'm very good at being able to ignore the podcast when I need to concentrate on the road. I've missed whole chunks of Kermode and Mayo for this reason.
