Road legal bikes?

The bell law is on it's way out (if it hasn't gone already) as part of a government drive to get rid of "red tape".

Curiosity....
But I keep seeing groups of youths in the supermarket carparks with BMX type bikes. It doesn't take much to realise these have been stripped down to the minimum. Out of 20 bikes there may be 4 sets of brake components....

I saw something like that this morning - I was beginning to wonder if some BMXs have coaster brakes?
