There's movement on the lug as well.
Should there be any movement?
What about where it attaches to the rear dropout. That's where there appears to be movement.
Is it steel ? If it is I wonder if it’s a drain hole used when dipping prior to painting.
Bonded, you say! Carbon tube into alloy lugs? How old?
It's probably nothing, just a flaw in the suspiciously thick paint.
It’s solid. Nut going through.
I wonder if trapped air has forced its way out?

Carbon. Looks like full open grooves and they’ve sprayed them to fill up. Some classic French design.
That is clearly a home done amateur paint job. The question is why they did that for a carbon frame?
What does the other seat / chain stay look like if you took identical photos?
Im always suspicious of that type of construction. Too many age related failures for my dentists liking. And that paint is making my nose twitch.
Its probably fine, but the nature of the beast, age, and the unknown reasons for that weirdly thick paint would have me getting off and pushing im afraid.
I’m seeing the LBS soon, I’ll ask them what they think. If it’s good to go I’ll probably just put some white sealant in the pin hole.
