I don't think it should be an either or consideration. Letting the national asset of our road system fall apart is staggeringly stupid. And failing to encourage cycling eg through improving cyclist safety with all the cost saving that provides is also staggeringly stupid

I wonder in that those particular signs are in France makes a difference. My experience of cycling in France (both from when I lived there and subsequent cycle touring there) is that French drivers are much more considerate towards cyclists so maybe default interpretations of a French driver are different from those of a British driver?

Yeah, I've never had anyone in France getting irate with me because I won't put my bike in the hedge or a sandpit.
