No no, the dog attacks aren't random. It is the victim's fault for annoying the dog. By blinking, or breathing..
I think it's fair to describe the dog attacks as random, in most cases the dog attacks out of the blue for no apparent reason.

By muzzling your mutt in public you would be demonstrating that you are a responsible owner.I was with you up until the last bit.... If you are a responsible owner, then why would you need to muzzle. Oh and are you going to tell people their dogs should be destroyed?. Good luck with that if you are actually serious (sorry but you haven't been reading the Daily Mail recently? No kneejerk reaction at all there!)..... Will we start a fund for your funeral now?

Deadly serious. If the law were changed, as I wish it were, such that canine livestock has to be muzzled in public places then unmuzzled mutts should be rounded up on sight and exterminated.
You can't trust mutts not to attack people if the circumstances are right. Even if they've never attacked a person before.
I went a walk into the village today passing through the park where there are several signs at the entrance(s) and around the park telling dog owners that dogs must be kept on a lead. I counted 16 dogs being walked and only one was on a lead. I also witnessed several dogs in the fenced off children's play area whilst said owners children were in there playing. Not to tar all but from where I stand and from experience the responsible owners are in the minority.
Letting dogs go and run around free in a park seems a perfectly reasonable thing to do...
If it's allowed, no issue. This is a small village park with lots of families with children hence the councils restriction. Walk your dogs but keep them on a lead. I wouldn't mind but we live in a very rural area and there is an abundance of green belt. What I don't get is the people ignoring the lead rule are very respectful of cleaning up I'll give them that, I don't think I've ever seen dog mess in the park. Oh and Cycling is also a no no.
