Slipping the clutch trying not to stall or stop completely?

Needs driving lessons. You do not slip the clutch unless you are pulling away from a standstill.:wacko:
Ok so up hill slowly,
Clutch in, stop, brake, handbrake on, in neutral. Or stall.
Let the rider go on a bit further,
Repeat above in reverse order etc etc etc untill it's safe to pass or the rider speeds up going down the other side of the hill.
Or slip the clutch a bit and hold it on the brakes or the biting point.
It's just what some people choose to do.

Once set off, on a flat, most cars will keep themselves rolling along in 1st gear with no throttle or clutch.

Going up a hill, you should easily be able to do 5mph up a hill without the clutch. I'd be surprised if the cyclist was going that slow.
