They dont look that substantial. As said earlier, Ortlieb make great ones. Back roller classic are brill. get them at Harrogate cycle shop. Cheapest on internet. Sometimes better price than ebay with second hand ones.
I think you are going to struggle to do anything that is sensible and easy to remove from the bike with those. It depends on how much money you have available as to what you do and if you want to leave panniers on the bike (I would never but I have gone down the Ortlieb route and never regretted it). The only thing I can see would be to somehow anchor the handles at the top together to form a strap that would hold the weight of the full panniers across the top of the rack... the velcro would simply hold the panniers in place so they don't slide back and forth, the same as the lower velcro would against one of the vertical/diagonal rack stays. So you would end up with 2 panniers held together than you hung over the rack... that would be the cheapest option, but by no means convenient unless you planned to permanately leave them on the bike.
I really can't see the point of wasting time and money on this futile project to knock up DIY panniers. Just buy some Altura Arran paniers for £45 (non water proof but have a rain cover) or Vaude Aquas (totally waterproof) for approx £90, then get on with much more useful things in life. Time is precious enough without wasting it by trying to re-invent the wheel.
I am with Crankarm with this one, if you have to cash then invest in Proper touring Panniers,they will save so much bother, Sat Nav, Ortlieb route is a good one. But of course cash might be the deciding factor.
