Shamal on not Shamal

Can anyone shed light on these wheels. They are not Shamal as far as l know (too many spokes) but what are they, the rims are 40mm deep. Front wheel has 18 spokes , rear has 24.

They're still not Shamal - even if you put them on a different bike.

Just look at the unused holes in the hub ?

I know , l know ...l know what they are not ! l was asking if anyone had any idea what they are , or is that to complicated for you ?
