Shimano Nexus 7 qr front wheel - which side of the fork does the fat washer go?

Hi all

I took the front wheel of my Shimano Nexus 7 roller brake bike without noticing which side of the fork the thick shiny washer goes. Is it on the outside as in the first picture ( bike upright) or inside as in the second?

Shouldn't need one if forks are 100mm spacing !

Washers normally go next to nuts, don't they? So I would say outside the forks.

Edit: Maybe to protect the paintwork from being scratched off by the turning nut

Thanks all, I have found the technical service instructions. They show no washer in the exploded diagram. When I tried that, the QR stayed loose so I placed the washers between the fork and the QR. Now the QR has something to bite against so I am going with that for now.
