Should I put a note on this car's windscreen, asking the owner to phone me if they ever consider selling it?

It belongs to someone who goes to the pub around the corner. It's parked there quite often. I like it because it's white and a cabriolet. What year is it and how much do you think they'd want for it, if they were to sell it? I tried to photograph the reg' plate, but it's too dark, so here it is. WJ63 UUH.

BMW 118, 1995cc engine. First registered on 14th September 2013. Last change of logbook was 3rd October 2022 so very likely they have only had it a year and a two months. Had 33,892 miles on it on 19th June 2023.

Have a look on Autotrader for similar ones to get an idea on pricing.

They'd probably want a lot for it, seeing as this one described as low mileage is £7,050, even though it's done twice as many miles as the one outside my flat.

Yes, I've seem a few cars, mostly BMW's funnily enough, that've been 'wrapped'. One was fluoro green, one was what I'd describe as electric purple.
