It was me. Biggest mistake ever. Clue...go magnet fishing in the canal.
That was my plan too, I went to Halfords, bought a rack and and started to bolt in on in their car park.I'd nick that just so i could install the rear rack the right way round.
This is my 1975 Hercules Balmoral. It looks a mess but it's in mechanically perfect condition. I can leave it at New Street station secured by a Poundland cable lock and it will still be there when I get back.

PS If you want to make a bike look less desirable then have odd coloured tyres.
I'd steal this to put the white wall on the front rim where it belongs. And then put it back.

Pulled both of the Dawes Kingpins out today; they've been sat unused for a while and I've got to decide what I do with one/both of them. One is built up, the other part-built and stalled. I may sell both / sell the silver one / strip the silver one and put some of the bits on the purple one.
Connected to the thread - this all works well but looks worse for wear with visible rust and flaking silver paint:
