No! It turns an otherwise pleasurable pastime into a miserable, annoying, depressing, stressful chore.
Your kit WILL get wet eventually - there is no such thing as waterproof clothing (I know this from 30+ years of motorbikes and damp crotch syndrome - it ALWAYS finds a way in there!).
It is not good for your bike - the drivetrain will wear more quickly; brakes will generate black sludge; bearings will rust away instantly! You WILL get more punctures and have to stand in the pi55ing rain while you replace the tube, as hypothermia sets in.
My bikes live inside the house (flat), so bringing them in after a wet ride is a PITA..
