A police car was heading north along a main road (no blues and twos) , and wanted to turn right (east) into a side road. Coming the other way (south) was a WV, which was just overtaking two cyclists (in tandem) , also heading south. The police car indicated right, and paused. VWM slows, alongside the cyclists and flashes the police car to come on. The cyclists can't see that the WVM has flashed. So the police car turns right, and cuts across the cyclists, narrowly missing them.

It was obvious that the WVM, having passed the cyclists, had forgotten all about them when he slowed and flashed.
But the police driver could see the cyclists. But what the hell, they were only cyclists, and by flooring it and tearing round the corner he could probably avoid hitting them.
I (a pedestrian at that moment) actually called out "No no!!" so alarmed was I at the potential for disaster.
The cyclists, of course, should have been anywhere other than on the road .

We've got a long way to go, folks, in raising awareness!

devils advocate, they were on blues and twos so maybe the trained professional driver worked the odds in his head and reckoned he could make it. I wasn't there so its just devils advocate

Flashing headlights is a warning signal, not an invitation to proceed (see Highway Code). Maybe WVM was warning the fuzz of the cyclists presence
