There should be something to hook around the rack struts. My Topeak has them.

They vary. Not much problem if they just hang, as long as not too heavy.

I have pannier related question, I have one of these bags or one very similar:

When the side bags are folded down there's nothing on the bag to the strap them to the sides of the rack, is it normal for them to be hanging loose or should they be strapped down with something?

My ortleibs have little hooks to stop them swinging out, but occasionally I'll notice that i hadn't engaged them properly, and they'd probably been un-engaged for months. I wouldn't worry about it.
