Small frame road bikes for 10 year old boys?

My 10 year old son already has an old 600 wheel Decathlon racing bike, bought in France a few years back. He is now somewhat bigger and alot faster and needs something for road riding that isn't a mountain bike.
Problem: decent 43-45 size bikes cost too much. We've looked at Trek and Giant bikes - starting price £350-upwards. Most that size are women specific it seems. This is potentially a growing market. Has anybody filled it with a bike that normal people can afford?
I even thought about painting over the pink bits on this bike

Yes. This again confirms my point. These are nice bikes but start at £350. Once you've added all your extras, then it's already more money than I spent on Mrs. B's bike (Specialized Globe).
Question is, how can you do it for a reasonable amount of money?

I don't know. It's sad, isn't it?

When I were a lad there were't kids road bikes coming up out of drains.

.........and 2 years ago you could buy a kids racing bike for £120. In France!
