They are salesman with no legal powers.

... Just don't answer the door to them, and bin the letters, although I have a supply of old Argos catalogues to tape the letters to and slip into the post marked "return to sender."

I don't have any old Argos catalogues, and do have a TV licence due to SWMBO watching live TV occasionally, but did send a junk mail letter back taped to a shoe box. Which contained a concrete block.
