A few years ago on a single track rural road I was cycling and met a ongoing surface dressing team and stopped and chatted. I commented how I bet I'd be reporting new potholes in a month. Gist of their reply was "You won't have to wait a month. It's a complete waste of time but hey, we get jobs, get paid, company makes profits. Waste of time 'cos it isn't a road, just a dirt farm track people laid some tarmac on top of. None of the proper road structure that will make it last".
And they were right, potholes reappearing, Highways making repairs two weeks later.
