It's the mob mentality. I'm sure few of those people would have been shouting at the poor guy to jump had they been on their own, but people behave differently in the safety of a crowd and act in ways which they never normally would and no doubt feel ashamed of afterwards. I've seen it and indeed been part of it when I was a regular at West Ham back in the dark days of football hooliganism.
It think it would be appropriate to say that England never progressed beyond the common law. And the legal fraternity make sure that lack of clarity helps protect their trade.
