The sora shifters change to smaller cogs by using a thumb button.
For most people this means that you can't change gear while in the drops. If that bothers you, go Tiagra - they change to smaller cogs using a paddle that is easily reachable from hoods or drops. Personally I like Tiagra a lot better than I liked the Sora shifters. YMMV.
