To which I'd reply that volume isn't an indicator of purpose. A hatchback car might indeed require 3 or more tip runs simply because it's a small hatchback car. Those 3 or 4 runs in a hatchback wouldn't come near a quarter the payload of a Transit, so it's absolutely nowhere near "commercial volumes". I'd then register a written complaint about being accosted by a council paid contractor while going about my clearly lawful business.
