On what basis? There is no legal requirement for a cyclist to stop on the event of an incident (although there is clearly a moral obligation).
It is true. Section 170 of the Road Traffic Act 1988 applies only to the driver of "mechanically propelled vehicles". A bicycle is not legally a mechanically propelled vehicle.
But cycling dangerously isn't the same as hit and run...
If you go to the police claiming hit and run, then your average Met plod's brain will melt and dribble out of his/her ears and you'll be fobbed off.
