The Highway Code doesn't ever stipulate that the signals given are the only signals you may make. It just specifies three that everyone should know. There's absolutely nothing "incorrect" about communicating with other road users however you please, provided that your meaning is clear.

Since everyone understands the meaning in this context, I think we can rest assured that telling people to 'back off' is quite correct.

Whether it should be unnecessary in an ideal world is quite another question.

Some people cycle 6 inches from the kerb most of the time - could it be that there is no need to cycle in secondary/primary? Or no need to come out early before a parked etc?
