Subway front bearings help

Hi, got my old bike back from my dad and am doing up to gain experience and a little project, im replacing front bearings but cant get this out from bottom of stem

, also does this go on top of stem

with this on top of that

p.s rubber seal in 3rd pic seems to fit perfectly on top of folks as well when disconnected to metal bit its on

got top off and there is just bearings, no holder for them , so im assuming same for top as both have same fitting (same as pic 2) now do i have to buy individual bearings and just put them in 1 by 1 as i have been through every size imaginable (in cage) and none have fitted?

A quick google and you have a semi-integrated headset which takes 35 1/8th ball bearings loose top and bottom. These go in the cup and then the top clips on to secure them.

Personally I'd just give the ones you have a clean and pop them back in.
