What would you suggest be the best stuff I could get for circa 500-900?
-Is lightweight and nimble
-Large tyres
-Very upright position, I want it to be a cruiser -relaxing to drive bike.
-Front suspension would be a huge bonus.

You really don't need the sus forks as the bigger tyres will provide more ride comfort that they ever can and will just add to the weight.
I rode a Specialized Arial for a number of years. Not particularly light but meets all your other criteria. It had the best brakes of anything I have ever ridden and I rather regret having to get rid of it.
I have an older style Trek hybrid that I love, a 7100 Multitrack. I sit very upright and my bike is comfortable but handles well and has a front suspension that is handy for rough trails, if you can find a decent used one I highly recommend this bike! Tires are 35s but you could go wider without fenders on if you wanted more of an off-road bike. They have some nice less expensive hybrids in this year's lineup if you want new, check out the FX or Verve models. Suspension seatposts and braze-ons for fenders make the Verve a good choice if you want a comfortable daily driver.
