Summit v Super Tourist rack setback

Looking to replace my rear rack, I've narrowed it down to the Madison Summit & Topeak Super Tourist DX, I would like to know which rack I can get the panniers farthest back on?
It's a bit of a long shot somebody having both to compare, but if you don't ask..........
