Which one feels right? Adjust the other one.
Personally, I'd just go out for a ride and take an allen key with you. They'll be fine by the time you get back.
(You need to use the allen key to adjust the ends repeatedly till they feel right. Don't just keep it in your pocket the whole ride. That would be daft!!)

Fill a 1m or so length of plastic tube with water and then mark each water level against the ends of the handlebars to get your bike level, then without moving the bike move the water level marks to the top of the bar ends to see if they are still level with the water level too... if the water level is the same then both bar ends are the same height.

or... turn the bike upside down to see if it rests on the bar ends. If it does, check for perpendicularity of the frame with a plumb line.

Of course, if you've had a drink, you'll need to also check yourself for perpendicularity.

Sorry for gatecrashing the party, but what is going on? Jo has wonky bar ends, and eyes, and others have suggested a plumbline and a theodolite? I'm putting the kettle on.

I'm currently working on a spirit level.
If I drink enough spirits, I shall become horizontal.
