It was my monthly attempt at optimism.
I really must stop speed reading. Not even going to tell you what I thought that said at first glance! :laugh:
 
Two local councils feel they should be. Personally, I'd give sell them a train set, and see if they could run that, and then give them a timetable and see.

But as one driver said "would you trust them with it!"

Some local branch lines here are owned by local councils: you can bet the company running the franchise is a bit quicker to respond to delays...

They had plans to reopen a branch line that closed in the 1920's, but found out part of it has since been built on.
