I don't think it applies to bouncing. The situation I believe it covers is a keeper collects the ball, drops it in preparation to kick and then finds an opposition player challenging him. Under this circumstance the keeper must continue to use his feet, to pick up the ball would be a foul but not serious enough to warrant a penalty. Therefore it would be an indirect free kick.Eh? I've seen many a keeper bounce the ball so completely unaware of this rule.
