It looks like the wheels rest on a "beam", but it does look like the clamp attaches to the wheel. I#m sure it wouldn't though because of that reasonI like that. Weather and vandal proof.
I'm a little concerned at how the machinery holds on to the bike though. Wouldn't want a bent wheel.
