The Spanish regions do all have their own football teams. Of particular importance are the Basque and Catalan teams, both of whom have played semi-international fixtures against full national teams(as have the Andalusians). And obviously as part of their desire for independence they would like these teams to compete individually instead ofas 'Spain.'

Politically speaking, I don't think there is a more devolved country in Europe than Spain. The major regions (Catalunya, Euskadi and Andalusia) all have tax raising powers, separate education systems, public sectors which demand employees speak the regional language (in the cases of Euskadi and Catalunya) and the preamble to the Catalan and Andaluz constitutions make specific reference to 'the historic kingdom of ...[Catalunya or Andalusia]'. That Spain continues to exist is something of a minor miracle.
