Is the second one definitely a CX bike?

Otherwise, not an awful lot different between them

I'd check the sizes carefully.

The 1st looks a good bit smaller than the 2nd to me. More than 1cm difference in the seat tube length.

Second one (green trim) is described as:

Boardman CX Comp
55.5 cm medium large frame should suit someone from around 5'10 to 6'1
Comes with mudguards
Shimano Sora 2x9 speed with recent cassette and chain
Mechanical disc brakes

The bike runs well. As expected for a used bike, there are a few marks.

be careful halfords/boardan sizing is for bthe seat tube so the top tube is liable to be more like a 57, eg my small is a 51,5 with a 54 tt
here is the sizing for the green one

Spec wise apart from the paint job there isn’t any difference if I recall. The green is from 2018 and the blue from 2016.

Green looks much nicer and it’s cheaper.
Go try them both for size. I had a 2014 CX team, medium, pretty sure Boardman described as a 53, seat tube length as per the grid above, always felt a big chunky bike for me at just under 5’10.
If you’re 6ft or thereabouts the large is probably ok

Gotta ask myself, is either really worth the asking price, given their age and modest spec.
If you literally put a gun to my head, I would cough up for the blue one. Looks better with the older style boardman logo, the new style looks cheap. The green one doesn't even really look like anything more than a commuter-esque entry level road bike. At least the blue looks kind of CX'ish. Notwithstanding the non CX gearing. Those are 34-50's on both, I think.

Yes I too like the older branding of the Boardman.
