PS I think your brake shoes are upside down. Those wings are to guide the wheels in when replacing them.

If you do decide to turn them the other way, check that the left shoe is on the left side. Don't want them pushed out when you apply the brakes.
- There would be no stopping you!

As above, yer shoes are upside down.
I've found that the rear chainstays on bikes have much less clearance than the forks so maybe best to check there first.
Looking at that pic though, 28s might be possible.

They wouldn’t work for so long if you simply turned them the right way up like others suggested.

They'd allow slightly lower pressures. A couple psi missing can make the difference between rattling teeth and gliding over rougher tarmac but potholes etc would still be a problem.

Checked rear clearance. Reckon 28s possible. Rear brake blocks fitted correctly! Fronts refitted to match.

Its hard to tell if your bike will take 28s before you buy them,fit and curse like feck at them rubbing !
