However, were I a villain it would be painfully easy to conceal, which makes it all the more surprising that so many villains don't do so. Amateurs, I guess.

My working assumption is that the vast majority of criminals are people who just can't get their shoot together to hold down a simple job. This neatly explains why there are so few Blofeldts in the world, but does make cybersecurity a little less sexy.
