Are you sure it doesn't say USE engine braking, with it being on a long hill?
It may be an American thing, they restrict the hours of engine braking (when we were in his truck and he engaged it, it wasn't quiet) so that it isn't done during the hours of darkness. I presume they value peace and quiet over trucks staying on the road. That or it's borderline as to necessity and truckers just prefer engine braking to brake braking.
