I like at least one flasher on the back as they single you out as a cyclist. A single steady red could be any number of things ie a distant traffic light ,distant motorcycle etc. They may not realise until very close that you are a cyclist not far in front of them.

On very dark nights on unlit roads a flashing front light messes with my vision so I use a solid front then.

Also with any oncoming driver/rider, especially those ultra bright LED ones aimed across the road at the oncoming driver & not on the road ahead.

What is the most visible mode on my rear light?....flashing or just steady on?
Don't make it too bright. Sometimes cyclists have tail lights so bright they leave an after image on your retina.
