Topeak Handlebar Bag - fitting problem

Against my better judgement, just spent silly money on on of these - very nice but expensive.

Its for my 2004 Kona mountain bike - semi-converted for touring. My handlebars seems too small, even with the rubber washer thingies that go inside the clamp. Have put some tape round the bars to get contact, but even when cranked tight, the thing moves doen a little.

Anyone else experience similair - or ideas to give better grip?

Inner tube, preferably old and no longer needed as a tube. Cut down neatly to size. Cut as many pieces as required. Angle the bar bag slightly up. Clamp tightly. Voila, bag no longer drops!
