Buy the one that PlanetX sells - it's the same (but cheaper) as almost all the wrenches that are the same product just rebadged. I used one when I built my bike at PlanetX and it's just as good as the Park Tool that I was using at the shop.
I have an xtools torque wrench set about £33 from chain reactions . Comes with various hex and torq fittings goes up to 24nm . Been fine for the fettling I do
I have two from Sealey. One does 5-25Nm (the STW101) and the other does about 20-70Nm. They cost about £25 inc postage when I bought them. If you shop around, the price probably hasn't changed that much. I bought a set hex keys to fit the wrenches on Ebay for about a fiver. They both come with calibration certificates.
There may be better or cheaper ones around but, at the time, they were good value.
Another option is this one, given that the most critical torque settings on a bike are the low ones, 4 to 6Nm (usually carbon bars, steerers etc.) then this is an interesting option, and a very funky multi tool, just bought myself one, two allen key bits and the 5Nm is all I need for most road side repairs. https://www.wiggle.co.uk/topeak-nano-torqbar-dx/
