I have ridden several 3-days tours with panniers on fixed-wheel.
On our recent 6 days to Perpignan there were several different approaches to gearing: one triple, two doubles, a 1X, a fixed-wheel (not me), and a Rohloff.
Touring on a fixed is indeed hardcore and not at all sensible.
Did it for a long weekend a few years ago. Up to St Ives for the night, then back home via Cambridge, using the guided bus way. Just used the one pannier for that trip.
