touring with two panniers

I always take 2 garbage bags and pack my cycling clothes in 1 bag and the off-bike clothes in the other. Then I stuff the garbage bags in whatever pannier they fit.

This provides an extra water defence and is also very convenient for accessing the clothes - you just pull the garbage bag out of the pannier.

hope this dosen't sound daft ,but what about balance if i put my cloths plus s/bag a/mat in one pannier then all my other gear in other i reckon my cloths are going to out weigh the other.thanks everyone i guess ill figure it out somehow..

You'd have to be an ultra sensitive lightweight to have to worry about lateral imbalance caused by an uneven load distribution.

In winter I regularly do Audax rides sporting just one pannier carrying a change of clothes, sapre food and a flask. Never noticed an difference in handling or balance.
