You'd be suprised at where they're in use, having been legally purchased, just so you have to use their phones(at increased cost of course).Would the operation of such a hypothetical device not hypothetically be illegal, and would not anyone on a hypothetical Internet forum who assisted in that operation be hypothetically committing an offence?
A mate of mine tells a tale. He used to commute to London daily on the train. In the mid nineties GSM mobile phones were still an expensive rarity. Every day for weeks this guy would been in the same carriage chuntering away, clearly showing off his expensive new mobile phone
This went on for a while, but matters came to a head when another passenger collapsed with a presumed heart attack. The passengers begged the chap to call an ambo on his mobile, but he irrationally refused. In the end a couple of the passengers overpowered him and got the phone off him so they could make the call, only to find the phone that this chap had been waffling away on was in fact a toy.

As for the law, despite the experts here, you aren't allowed to just turn on a transmitter in the UK. And you most especially are not allowed to use frequencies that the Government has sold for billions of pounds. But don't take my word for it, ask OfCom.

It is an indictable offence that on conviction in Crown Court carries a maximum penalty of two years imprisonment and/or an unlimited fine. Technically my home cordless phone is illegal as it's not been approved for use in the UK.

My cordless home handsets have been approved for use in the UK. Wonder who supplied illegal equipment, and why you use it knowing it to be illegal?
