Transport ladder by bike?

Turn the ladder into a trailer? Some simple wheels one end and bungee t’other end under your saddle.

If you hadn't said it, I would have. Just one thing to watch, though: hope that drivers don't come up close behind you and not see the ladder.

Would increase drag though. I suppose you could make it one wheel on the same basic principle as a Bob Yak.

Having experienced carrying long things on an Xracycle like the one pictured I'm pretty sure it would be as stable as riding a normal bike when moving.

A surfboard carrier might be better.

^^This^^. Used to have one and occasionally used it to move non-board stuff, including a ladder, though had to strap it the outside as the arms were too narrow for the ladder. Handling was pretty sketchy though as a ladder weighs a lot more than a board. Few different types of bike board rack here: bike surfboard racks
