Depends whether wiping out the threat of ISIS is worth millions of innocent lives. I don't think so. And seeing as most of the threats to European countries have come from it's own citizens I also don't think it will achieve your aims.

Dropping a nuclear bomb would kill millions of innocents but not solve the problem. My guess is that it would actually make it considerably worse.
