TT frame identification?

Hope this is the right place to ask, apologies if not:

Been offered this frame (along with another, but different bike) and wondered if anyone knows what make and model is it, please?
Quite fancy building it into but would need a BB of course but hopefully easy to find.

Any clues as to what it might be, please?
*P: wheels not the original, just a random pair i had knocking about.
