I don't like the idea of tubeless - I want to know I can repair the tube / puncture at the side of the road.

I've been pondering these condom like inner tubes - are they are good? - do they require more pumping up than regular tubes ?

Any other considerations?

I swear by Vittoria latex tubes and have done for 8+ years on 23-32mm tyres for my road bike, but recently bought my first 1.7-2.3" mtb variant to go with my 700x45mm Caracal Race that measures ~48mm wide on my gravel ebike.

I've barely had any punctures with them, but they are fixable and the lower rolling resistance is a nice marginal gain.

I’m guessing you mean TPU. Just use them as butyl. Exactly the same but lighter. Thinner so less protection but that’s what the tyre is for.
Only one disclaimer. I use butyl for long steep mountain descents on rim brakes after one unfortunate event.
