This may be a stupid question, but if my Tri bike fits a 21mm tub on a disc, will it fit a 20mm clincher on a deep section, is there anything else I need to take into account?

The tri bike is fairly aged and has really narrow seatstays. Bike shown below.

The width of the rim would be important.

I have just checked the rims I was hoping to use and they are 622x17. External rim width is 23.

I am guessing this rim is too wide for a 20mm tyre?
